Don't buy a SIM card in Azerbaijan if you're just going to stay in Baku for 4 to 5 days because there's free Wi-Fi everywhere. Any restaurant, cafe, hotel, or museum will give you their Wi-Fi. If you really need a SIM card, don't make the mistake of buying it at the airport. Instead, come to Baku and around the Fountain Square, you can see a lot of SIM card shops and you can buy it directly from the company. There are two here: Azercell and Bakcell, and after comparing, we found the Bakcell to be more attractive. We are paying around 15 Manat for 11 GB data and we are good for 30 days.
